1. CALL TO ORDER
Chairperson Rita Vacca called the meeting to order at 5:37 p.m.
2. APPROVAL OF THE MINUTES OF THE OCTOBER 20, 2003 COMMISSION
MEETING
Motion by Vice-Chairperson Marlene Shipley, seconded by Commissioner Michele
Tennyson, to approve the minutes. The motion carried unanimously.

5. AGENDA ITEMS
Agenda item A, Update to Agency Plan for Fiscal Year beginning July 2004, was
�—' tabled to await the arrival of members of the Public Housing Tenant Advisory
Council.
B. QUARTERLY CRIME STATISTICS
Staff member Elaine Adamczyk presented this item. The new format for
reporting crime statistics was explained to the commission. The new report,
provided by the Glendale Police Department and in their format, provides a
comprehensive list of all calls and reports for the public housing communities.
No further action was required.
C. MONTHLY ACTIVITY REPORT
Staff member Elaine Adamczyk presented the December 2003 Monthly Activity
Report. Commissioner Tennyson asked why the total number of vouchers
leased up was 1,033, and the allocated number was 1,051. It was explained
there is a lag in reporting time because tenants are allowed 60 — 120 days to find
housing. During FY 2003, Section 8 vouchers were leased up at an average of
97 percent. No further action was required.
D. QUARTERLY CAPITAL FUND PROGRAM UPDATE
Staff member Gloria Santiago Espino presented this. item. It was explained that
housing is receiving an additional $50,596 from HUD for timely submittal of
required reports, which will helpoffset the reduction in capital fund money
housing received for FY 2003. One major, upcoming project is the re-roofing of
units at Glendale and_Lamar Homes communities. Chairperson Rita Vacca
asked how many buildings throughout the public housing communities were
having roofs replaced. It was explained that 59 buildings would be re-roofed. No
further action was required.
E. PROPOSED FEDERAL FISCAL YEAR 2005 BUDGET
Staff member Gloria Santiago Espino presented this item. President Bush is
proposing $611 million less than Congress provided in FY 2004 for the Section 8
Voucher program. In addition, the administrative fees that every housing
authority receives as funding to administer the program, will be cut by $59 million.
compared to funding for FY 2004. The President also proposes a $22 million cut
in Public Housing Capital funds, which is the source for modernization. The
Public Housing Operating fund faces a cut of $6 million. The changes, if
approved, would impact both the Section 8 Voucher program and the Public
Housing program. No further action was required.

A. UPDATE TO AGENCY PLAN FOR FISCAL YEAR BEGINNING JULY 2004
Staff member Elaine Adamczyk presented this item. The plan is revised
continuously throughout the year, and is submitted annually to HUD on or before
April 17. Public Housing's Tenant Advisory Council, in addition to the general
public, has the opportunity to review and provide written comments on the plan.
The major topics with changes in the plan include Families Reporting Zero
Income, Utility Allowance Payments, Cooperating with Law Enforcement
Agencies, and the Capital Fund Program Five-Year Action Plan.
Chairperson Rita Vacca opened the floor to the audience for comments on the
plan. Darlene Peredia, Treasurer of the Tenant Advisory Council, spoke in
support of the Plan, specifically on Cooperating with Law Enforcement. Ms.
Peredia stated this protects the families, as the housing authority will have
knowledge of all members of the household, and will be able to tell who officially
resides in the units.
No further comments were received, and the public hearing was closed.
Commissioner Tennyson moved to accept the agency plan; Vice-Chairperson
Marlene Swedlund seconded the motion. The motion carried unanimously.
6. WRITTEN COMMUNICATIONS
There were no written communications to discuss. No action was required.
7. MISCELLANEOUS
The next Housing Advisory meeting is tentatively scheduled for Monday, April 26,
2004. No action was required.
8. ADJOURNMENT
A motion was made by Vice-Chairperson Marlene Swedlund, and seconded by
Commissioner Michele Tennyson, to adjourn. The motion carried unanimously, and
the meeting was adjourned at 6:32 p.m.
