MARICOPA COUNTY, ARIZONA
HELD MONDAY, OCTOBER 20, 2003 AT 5:30 p.m.

CALL TO ORDER
Chairperson Rita Vacca called the meeting to order at 5:36 p.m.
APPROVAL OF THE MINUTES OF THE JUNE 23, 2003 COMMISSION MEETING
Motion by Commissioner Donnell Gentry, seconded by Vice-Chairperson Marlene
Shipley, to dispense with and approve the reading of the minutes since each
commissioner had received a copy before the meeting. The motion carried
unanimously.

AGENDA ITEMS
A. INTRODUCTION OF MEMBERS•
The new Housing Advisory Commissioner, Madelin Page, was introduced. All other
commissioners, staff members and guests introduced themselves. No action was
required.
B. QUARTERLY CRIME STATISTICS
Staff member Karen E. Russell presented this item. During the third quarter of
2003, there were 27 calls for police service and 5 reports. This is slightly higher
than the second quarter, but lower than the 2002 third quarter statistics.
Commissioner Madelin Page asked how the crime statistics for housing compared
to the rest of zip code 85301. This information will be presented at the next housing
advisory meeting. No action was required.
C. QUARTERLY CAPITAL FUND PROGRAM UPDATE
Staff member Jim Witkowski presented this item. The exterior painting and
installation of the shutters were completed at Glendale Homes. Three major
upcoming projects include the housing administration office expansion, domestic
water and underground utilities at Lamar Homes, and Phase I of Roof Replacement
for Glendale and Lamar Home properties. The office expansion consists of
enclosing the atrium and creating three offices. At Lamar, the domestic water lines
will be replaced and all utilities will be converted to underground transmission.
Approximately one-third of the roofs at Lamar and Glendale Homes will be removed
and new asphalt shingles will be installed.
Along with the larger projects, the replacement of appliances, window coverings, unit
painting, and interior door replacement will take place.
Staff member Karen E. Russell asked the TAC to start a "wish list" of projects they
would like to see done within the three rental communities in the future, and which
would be taken under consideration for the next Five-Year Plan. No action was
required.

D. ART PROJECT
Director Gloria S. Espino presented this item. The division is working with the
Glendale Arts Commission to acquire a piece of art to be placed on the grounds of
Glendale Homes, 5215 West Ocotillo Road. Karen E. Russell, Gloria S. Espino,
and Elaine Adamczyk attended a Glendale Arts Commission meeting on September
17, 2003 to see a presentation by the West Valley Arts Commission of a summer art
project. The project involved youth working with a professional artist to produce a
public art project. The Glendale Arts Commission is considering a similar project.
No action was required.
D. AGENCY PLAN
Staff member Elaine Adamczyk presented this item. The Community Housing
Agency Plan for FY 2004, consisting of the PHA Annual Plan, Five-Year Plan and
associated documents, is in the review process. Both the Housing Advisory
Commission and TAC will review the document during the comment period in
January and February of 2004. The plan must be submitted to HUD no later than
April 17 of each year. No action was required.
E. WEED & SEED PROGRAM
Director Gloria S. Espino presented this item. Lamar Homes, 6100 West Lamar
Road, one of housing's rental communities, is part of the Orchard Glen
Neighborhood. After a year-long application process, the neighborhood was
recently awarded a grant from the U.S. Department of Justice as a Weed & Seed
site, one of 168 nationwide. The program is intended to weed out negative
influences within the neighborhood, and seed in positive resources such as
community involvement and in-fill housing. No action was required.
F. GLENDALE HOUSING STUDY AND STRATEGIC PLAN
Staff member Kevin Jackson presented this item. The department is in the process
of completing a Housing Study and Strategic Plan that will document housing needs
in Glendale, and incorporate strategic action steps to address the identified needs.
Census data from the year 2000 will be used in developing the plan. The American
Community Survey will also be utilized since statistics can be updated annually,
therefore reflecting more accurate data. No action was required.
ADJOURNMENT
Before adjournment, the commission invited the council members to attend the next
Housing Advisory Commission meeting to be held January 26, 2004. A motion was
made by Commissioner Michele Tennyson and seconded by Vice-Chairperson Marlene
Shipley to adjourn. The motion carried unanimously, and the meeting was adjourned at
6:36 p.m.

After adjournment, the Housing Advisory Cbmmission hosted a reception for the newly
elected Glendale Public Housing Tenant Advisory Council members. The reception
brought everyone together in an informal, social setting.
