HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA
HELD MONDAY, SEPTEMBER 22, 2003 AT 5:30 p.m.
CALL TO ORDER
Chairperson Rita Vacca called the meeting to order at 5:36 p.m., and the following
Commissioners were present: Vice-Chairperson Marlene Shipley, Michele Tennyson,
and Donnell Gentry. Commissioner Madelin Page was absent.
Also present were Karen E. Russell, Housing Manager, Elaine Adamczyk, Management
Assistant, and Lois Brooks, Senior Secretary.
APPROVAL OF THE MINUTES OF THE JUNE 23, 2003 COMMISSION MEETING
Motion by Vice-Chairperson Marlene Shipley, seconded by Commissioner Michele
Tennyson, to dispense with and approve the reading of the minutes since each
commissioner had received a copy before the meeting. The motion carried
unanimously.

AGENDA ITEMS
A. INTRODUCTION OF MEMBERS
The new Housing Advisory Commissioner, Donnell Gentry, introduced himself and
was introduced to the remaining commissioners. Commissioner Madelin Page, who
was unable to attend the meeting, will be introduced at the next regularly scheduled
meeting of the Housing Advisory Commission.
B. QUARTERLY CRIME STATISTICS
Staff member Karen Russell presented this item. No action was required.

C. MONTHLY ACTIVITY REPORT
Staff member Karen Russell presented this item. It was explained to the
commission that the report has been modified to more accurately reflect program-
reporting needs. No action was required.
D. FISCAL YEAR-END EXPENDITURE REPORT
Staff member Karen Russell presented this item. No action was required.
E. QUARTERLY CAPITAL FUND PROGRAM UPDATE
Staff member Karen Russell presented this item. The exterior painting and
installation of the shutters was completed at Glendale Homes. Three future projects
include the housing office expansion, domestic water and underground utilities at
Lamar Homes, and Phase I of the roof replacement at Glendale Homes and Lamar
Homes. No action was required.
F. TENANT ADVISORY COUNCIL
Staff member Elaine Adamczyk presented this item. The public housing rental
communities have a newly elected tenant council. Housing staff is working closely
with the council to develop a Memorandum of Understanding which will allow the
council to be formally acknowledged by HUD, and most importantly, will allow
Glendale Housing to distribute resident activity funds for their use. Federal
regulations dictate the formation of a resident council as well as its role and
responsibilities to the community and to the housing authority.
Chairperson Rita Vacca discussed having the new tenant council attend a
commission meeting. It was agreed upon to schedule the next Housing Advisory
Commission meeting on Monday, October 20, 5:30 p.m., at the administrative
offices of Public Housing. A motion was made by Commissioner Michele Tennyson
and seconded by Commissioner Gentry to accept the meeting changes.
G. COMMUNITY SERVICE UPDATE
Staff member Elaine Adamczyk presented this item. The Quality Housing and Work
Responsibility Act of 1998 (QHWRA) requires that all non-exempt public housing
adult residents, age 18 or older, contribute eight hours per month of community
service or participate in eight hours of training, counseling, classes, or other
activities that help an individual toward self sufficiency and economic independence.
An exempt adult is defined as one who is elderly, disabled, or involved in work or
school activities.

This is a requirement of the Public Housing Lease and was reinstated in accordance
with PIH- Notice 2003-17, issued June 20, 2003. Community Service is not
employment and may not include political activities. ROSS is actively involved in
assisting residents with their service requirements, as the training programs offered
meet the self-sufficiency requirement. Resident noncompliance will result in
nonrenewal of the lease. No action was required.

A motion was made by Commissioner Michele Tennyson and seconded by Vice-
Chairperson Marlene Shipley to adjourn. The motion carried unanimously, and the
meeting was adjourned at 6:50 p.m.
