HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 6/23/2003 • MINUTES OF THE REGULAR MEETING OF THE • HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, JUNE 23, 2003 AT 5:30 p.m. • CALL TO ORDER The meeting was called to order at 5:40 p.m. by Chairperson Mary Arnold with the following Commissioners present: Vice-Chairperson Rita Vacca and Rocky Maynes. Commissioners Marlene Swedlund and Michele Tennyson were absent. Also present were Gloria S. Espino, Director of Community Housing and Revitalization, Karen E. Russell, Housing Manager, Elaine Adamczyk, Management Assistant, and Lois Brooks, Senior Secretary. APPROVAL OF THE MINUTES OF THE FEBRUARY 24, 2003 COMMISSION MEETING ( Motion by Vice-Chairperson Rita Vacca, seconded by Commissioner Rocky Maynes, to dispense with and approve the reading of the minutes since each commissioner had received a copy before the meeting. The motion carried unanimously. BUSINESS FROM THE FLOOR None REQUEST FOR CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS None AGENDA ITEMS A. QUARTERLY CRIME STATISTICS Staff member Karen Russell presented this item. No action was required. B. TENANT ADVISORY COUNCIL Staff member Karen Russell presented this item. In April of 1999, HUD proposed a regulation requiring all public housing agencies, regardless of size, have a Section 8 Voucher participant or Public Housing client represented on their governing board. In August of 1999, HUD modified the regulation requiring only housing agencies with more than 300 public housing units to comply with the regulation. This decision gave Glendale an exemption. In April of 2003, HUD reversed their decision and required housing authorities to include section 8 vouchers when determining the size of their housing authority. This decision caused Glendale to lose the exemption, requiring Glendale to develop a process for having a client on the governing board. ** After the June 23' meeting HUD issued a reversal of their decision allowing housing authorities to only count their public housing units when determining size. Currently, Glendale is still exempted from having a client on the governing board. A formal determination will be forthcoming. C. RECOGNITION OF HOUSING ADVISORY COMMISSIONERS FOR GLENDALE HOMES 50TH ANNIVERSARY CELEBRATION Staff member Karen Russell presented each commissioners with a bag of chocolate in thanks of their support and participation of the Glendale Homes 50th Anniversary Celebration. No action was required. D. VIEW GLENDALE HOMES 50TH ANNIVERSARY CELEBRATION VIDEO A video of the event was shown to the commissioners and staff. No action was required. E. PRESENTATION OF PLAQUES TO MARY ARNOLD AND ROCKY MAYNES Staff members Gloria S. Espino and Karen Russell presented plaques to Mary Arnold and Rocky Maynes for outstanding service to the City of Glendale as members of the Housing Advisory Commission. Mary served as a member of the commission from October 1999 through June 2003, and as Chairperson since February 2001. Rocky served as a member of the commission from July 1999 through June 2003. During their tenure, the commission provided guidance on both housing assistance programs, Conventional Public Housing and Section 8 Housing Choice Vouchers. The commission addressed issues such as the acceptance of the Public Housing ROSS grant (Resident Opportunities for Self-Sufficiency), acceptance of two Public Housing Drug Elimination Grants totaling $73,612, development of a homeownership program for Section 8 families, and the exterior improvements of both Lamar Homes and Glendale Homes rental communities. No action was required. _ 2 ADJOURNMENT A motion was made by Vice-Chairperson Rita Vacca and seconded by Commissioner Rocky Maynes to adjourn.
