HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 1/27/2003 MINUTES OF THE REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, JANUARY 27, 2003 AT 5:30 p.m. CALL TO ORDER The meeting was called to order at 5:32 p.m., by Chairperson Mary Arnold with the following Commissioners present: Vice-Chairperson Rita Vacca and Marlene ' Swedlund. Commissioners Michele Tennyson and Rocky Maynes were absent. Also present were Gloria Santiago Espino, Director of Community Housing & Revitalization; Karen E. Russell, Housing Manager; Lois Brooks, Senior Secretary; and Opal Evans, President of the WYSR (Women and Youth for Self-Reliance) Academy. APPROVAL OF THE MINUTES OF THE OCTOBER 28, 2002 COMMISSION MEETING Motion by Commissioner Swedlund, seconded by Vice-Chairperson Vacca, to dispense with and approve the reading of the minutes since each commissioner had received a copy before the meeting. The motion carried unanimously. BUSINESS FROM THE FLOOR None REQUEST FOR CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS None AGENDA ITEMS A. MONTHLY ACTIVITY REPORT Staff member Karen Russell presented this item. No action was required. • B. QUARTERLY CRIME STATISTICS Staff member Karen Russell presented this item. No action was required. • C. RESIDENT OPPORTUNITIES FOR SELF-SUFFICIENCY (ROSS) PROGRAM This item was presented by Opal J. Evans, President of the WYSR Academy. Ms. Evans gave an overview of the program with the City of Glendale public housing community. The program offers residents an on-site training curriculum to move them toward self-sufficiency and away from assistance programs. No action was required. D. GLENDALE HOMES 50T"ANNIVERSARY CELEBRATION • Staff member Karen Russell presented this item. The event has been scheduled for the morning of Tuesday, March 18, 2003 from 9:00 a.m. - 11:00 a.m. The date was selected to coincide with Spring Break for the local schools, which allows more children and families to participate. No action was required. E. QUARTERLY CAPITAL FUND PROGRAM Staff member Karen Russell presented this item. Phase II of the Glendale Homes exterior upgraded has been completed. These upgrades consisted of the sprinkler system, exterior walls with wrought iron panels and gates, and the picnic areas. The exterior painting of the buildings will begin very soon with completion by the end of February. No action was required. ADJOURNMENT A motion was made by Vice-Chairperson Vacca and seconded by Commissioner Swedlund to adjourn. Chairperson Mary Arnold arrived after the meeting was in progress. Commissioner Rocky Maynes was absent. Also present were Karen E. Russell, Housing Manager; and Lois Brooks, Senior Secretary. UPDATE TO AGENCY PLAN FOR FISCAL YEAR BEGINNING JULY 2003 Staff member Karen Russell presented this item and highlighted the changes as follows: Both Programs Eligibility for Admission, Preferences for Waiting List Admissions, and Support for Our Armed Forces 1 Section 8 Only Homeownership, Section 8 Conduct and Ethical Standards Public Housing Only Community Service Summary: Upon conclusion of staff presentation, Chairperson Mary Arnold opened the meeting for public hearing. There were no comments, and public hearing was adjourned. ADJOURNMENT A motion was made by Vice-Chairperson Rita Vacca and seconded by Commissioner Marlene Swedlund to adjourn.
