MINUTES OF THE REGULAR MEETING OF THE
HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA
HELD MONDAY, SEPTEMBER 23, 2002 AT 5:30 P.M.
The meeting was called to order at 5:34 P.M. by Chairperson Mary Arnold with the following
Commissioners present: Rita Vacca, Michelle Tennyson and Rocky Maynes. Commissioner
Marlene Swedlund was absent.
Also present were Gloria Santiago Espino, Director of Community Housing & Revitalization;
Karen E. Russell, Housing Manager; and Lois Brooks, Senior Secretary.
APPROVAL OF THE MINUTES OF THE JUNE 24, 2002 COMMISSION MEETING
Motion by Maynes, seconded by Vacca, to dispense with and approve the reading of the
minutes since each commissioner had received a copy before the meeting. Motion carried
unanimously.

AGENDA ITEMS
A. QUARTERLY CRIME STATISTICS
Staff member Karen Russell introduced Lt. Frank Balkcom of the Glendale Police
Department, who presented this item. No action was required.
B. SECTION 8 HOMEOWNERSHIP
Staff member Karen Russell presented this item, a draft of the Community Housing Section
8 Homeownership Program. In early September 2002, a meeting was held with Community
Housing and Revitalization staff and local agencies that administer first-time homeowner
programs. The agencies represented were Habitat for Humanity, Los Vecinos Housing
Development, Inc., and Community Services of Arizona. The agencies were given a copy of
the policy and were asked for comments and recommendations, if necessary. A motion was
made by Commissioner Vacca and seconded by Commissioner Tennyson to approve the
draft of the Section Homeownership Program.

C. QUARTERLY CAPITAL FUND UPDATE
Staff member Karen Russell gave an overview of the capital fund improvement program
through the present. Phase I of the Glendale Homes exterior upgrades has been
tom;` completed.
The bid process for Phase II was completed and contracts were awarded in August. The
work is progressing and completion is scheduled for late October. Chairperson Arnold
questioned whether the construction was within budget, and it was explained that it is due to
bids coming in lower than anticipated.
Electrical work for lighted building numbers has been completed. Bids are currently being
solicited for shutters and exterior painting, which will then complete the exterior upgrades for
the property.
Asbestos tile abatement and carpet installation continues as rehabs are completed. As part
of the appliance replacement program, 20 refrigerators and ranges will be installed by end of
the third quarter, 2002. No action was required.
D. GLENDALE HOMES 50TH ANNIVERSARY•CELEBRATION
To mark the 50th anniversary of the Glendale Homes rental community, a celebration will be
held on Thursday, November 7, 2002 on the grounds of Glendale Homes. Speakers will
include Mayor Elaine Scruggs, City Manager Ed Beasley, and Housing Advisory
Commission Chairperson Mary Arnold. Display tables will be out showing "before" and
"after" pictures of the community, and refreshments will be served. No action was required.
ADJOURNMENT
A motion was made by Maynes and seconded by Vacca to adjourn. The motion carried
unanimously, and the meeting was adjourned at 6:15 P.M.
