HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 6/24/2002 MINUTES OF THE REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, JUNE 24, 2002 AT 5:30 P.M. The meeting was called to order at 5:33 P.M. by Vice Chairperson Rita Vacca with the following Commissioners present: Marlene Swedlund, Michelle Tennyson and Rocky Maynes. Chairperson Mary Arnold was absent. Also present were Gloria Santiago Espino, Director of Community Housing & Revitalization; Karen E. Russell, Housing Manager; and Lois Brooks, Senior Secretary. APPROVAL OF THE MINUTES OF THE FEBRUARY 25, 2002 COMMISSION MEETING Motion by Maynes, seconded by Swedlund, to dispense with and approve the reading of the minutes since each commissioner had received a copy before the meeting. Motion carried unanimously. BUSINESS FROM THE FLOOR None REQUEST FOR CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS None AGENDA ITEMS A. INTRODUCTION OF MEMBERS All Commissioners and staff introduced themselves to the newest Housing Advisory Commissioner, Michele Tennyson. Michele has served as a Parks and Recreation board member for the City of Mill Creek, Washington, where she also served as a city council member and Mayor Pro Tern. No action was required. B. QUARTERLY CRIME STATISTICS Staff member Karen Russell presented this item. No action was required. C. MONTHLY ACTIVITY REPORT Staff member Karen Russell presented the Monthly Activity Report for April, 2002 to the Commission. No action was required. 1 r r• D. QUARTERLY CAPITAL FUND UPDATE ' Staff member Karen Russell gave an overview of the capital fund improvement program through the present. It was explained that Phase I of the Glendale Homes exterior upgrades is near completion. The sprinkler system, masonry wall, wrought iron panels and gates have been installed. New landscaping for corners and entry areas should be done by early July 2002. In addition, new picnic area furniture and grills will be in place. Staff member Jim Witkowski will solicit bids for Phase II of the project in August, with an approximate completion date of mid-October, 2002. In addition to the above upgrades, all buildings will be painted, and shutters and lighted building numbers will be installed. After completion of the entire project, Housing will celebrate the 50`h anniversary of Glendale Homes. Neighbors, staff, the city council, city manager, deputy city managers and the Housing Advisory Commissioners will be invited. No action was required. E. TERMINATION OF TENANCY FOR CRIMINAL ACTIVITY Staff member Karen Russell presented this item. In March 2001, the U.S. Department of Housing and Urban Development (HUD) restricted the housing authorities' ability to terminate the lease of a resident for criminal activity of a member of the household or a guest. This was taken to the U.S. Supreme Court for review and a decision, and in March of 2002, the Court reinstated the ability of all public housing authorities to terminate leases for criminal activity. No action was required. F. CHANGES TO WAIT LIST POLICY Staff member Karen Russell presented this item. It was explained that occasionally Glendale residents are displaced due to government action and/or disaster. Housing has modified the current wait list policy to allow for acceptance of all applicants displaced by government action and/or disaster, whether or not the list is closed to other applicants. G. HOMEOWNERSHIP Staff member Karen Russell presented this item. The Housing Authority is working with Neighborhood Revitalization to write a policy for Section 8 participants to become homeowners. The Section 8 voucher will become a homeownership voucher and assistance will be provided for a period of time as determined by the length of the mortgage. Participants will be required to attend homeownership counseling prior to purchasing a home. The policy will be presented to the Housing Advisory Commission for approval at the next regularly scheduled meeting. A motion was made by Commissioner Swedlund and seconded by Commission Tennyson to proceed with the Section 8 homeownership policy. 2 r H. NEW ARTWORK FOR GLENDALE HOMES Staff member Karen Russell presented this item. To celebrate the 50th anniversary of Glendale Homes, the Housing Authority is proposing that a piece of artwork be placed on the property. It was suggested by Commissioners Swedlund and Tennyson that the artwork be not only aesthetically pleasing, but also functional for children. The proposal will be taken to the Glendale Arts Commission on August 17, 2002, and the Arts Commission will select the art. MISCELLANEOUS The housing staff proposed to begin e-mailing the Housing Advisory Commission meeting agenda packets to the members. The commissioners agreed, and this will become the new procedure beginning with the next scheduled meeting. The exception to this will be when there is a great deal of information to be distributed; in this case, packets will either be mailed or hand delivered to the commissioners. ADJOURNMENT Motion made -by Swedlund and seconded by Maynes to adjourn. The motion carried unanimously, and the meeting was adjourned at 6:24 P.M.
