HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA
HELD MONDAY, JANUARY 28, 2002 AT 5:30 P.M.
The meeting was called to order at 5:28 P.M. by Chairperson Arnold with the following
Commissioners present: Vice Chairperson Benavides, Commissioners Swedlund, Vacca and
Maynes.
Also present were Gloria Santiago Espino, Director of Community Housing & Revitalization;
Karen E. Russell, Housing Manager; Jim Witkowski,_Housing Maintenance Manager; Elaine
Adamczyk, Management Assistant; Lois Brooks, Senior Secretary; and Anthony Haney,
Glendale Housing Police Officer.
APPROVAL OF THE MINUTES OF THE SEPTEMBER 24, 2001 COMMISSION MEETING
Motion by Swedlund, seconded by Vacca, to dispense with and approve the reading of the
minutes since each commissioner had received a copy before the meeting. Motion carried
unanimously.

AGENDA ITEMS
A. INTRODUCTION OF NEW COMMUNITY HOUSING & REVITALIZATION DIRECTOR
Staff member Karen Russell introduced Gloria Santiago Espino to the Commission. Ms.
Santiago Espino explained she has worked for the city for 17 years, and has worked with the
Glendale Arts Commission, the Parks and Recreation Commission, and the Community
Development Advisory Commission. No action was required.
B. QUARTERLY CRIME STATISTICS
Officer Anthony Haney gave an update on the Quarterly Crime Statistics through Fourth
Quarter 2001. This included the year-end figures. Officer Haney explained the difference
between a "report" and a "call" to the commissioners. A call would result in him driving to the
reported location but no further involvement would be required. A report would involve a
written communication from the officer, and could result in an arrest. No action was
required.
C. MONTHLY ACTIVITY REPORT
Staff member Karen Russell presented the Monthly Activity Report for November 2001 to the
Commission for their information. No action was required.
D. QUARTERLY EXPENDITURE REPORT
Staff member Karen Russell presented the Quarterly Expenditure Report, covering all
program expenses from July 1 through September 30, 2001, to the Commission for their
information. No action was required. _
E. QUARTERLY CAPITAL FUND UPDATE
Staff member Jim Witkowski gave an overview of the capital fund improvement program
through December 2001. It was explained to the commission that improvements to Glendale
Homes are scheduled to begin in March. This will include wrought iron fences with security
gates, and a landscape sprinkler system. No action was required.
F. SUSPENSION OF COMMUNITY SERVICE REQUIREMENT
Staff member Karen Russell informed the commission the U.S. Department of Housing and
Urban Development (HUD) has issued a change that the community service requirement for
Public Housing residents will no longer be enforced. A 30-day notice was given to all
affected residents that the Community Housing Services Division (CHSD) is suspending
enforcement of the community service requirement-as of February 11, 2002. No action was
required.
G. ROSS GRANT
Staff member Elaine Adamczyk presented this item. HUD has awarded a $250,000
Resident Opportunities for Self-Sufficiency (ROSS) Grant to the CHSD. The grant will run
for approximately 36 months and is designed to provide the City's public housing residents
with services to help them become less dependent on assistance programs. CHSD is
preparing Request for Proposals to find a qualified contractor for the program. Chairperson
Arnold commented on what a wonderful program this is. As the Commission had previously
approved submittal of the grant request, no action was required.
H. PROPOSED AMENDMENTS TO BYLAWS
Staff member Elaine Adamczyk presented this item. In accordance with Glendale Housing
Advisory Commission Bylaws, Section 4.401, Amendment Procedure, amendments must be
proposed at a preceding meeting or submitted in writing at a prior meeting. The proposed
amendments will be on the next agenda for finalization. No action was required.

I. CHANGE TO AGENDA FORMAT
Staff member Elaine Adamczyk presented this item. Minor changes have been made to the
housing advisory agenda format making them more appropriate and relevant. After
discussion, Chairperson Arnold asked for a motion to accept the changes. A motion was
made by Commissioner Maynes and seconded by Commissioner Vacca. The motion
carried unanimously.
J. STAFF UPDATES
Staff member Gloria Santiago Espino updated the commission on current city budget
actions. She explained that each city department was asked to prepare two budgets for the
City Council. The additional budget reflects a $4.7 million decrease citywide if the Glendale
food tax is eliminated. No action was required.
K. MISCELLANEOUS
A Housing Advisory Commission meeting has been scheduled for Monday, February 25,
2002.
ADJOURNMENT
Motion made by Benavides and seconded by Swedluhd to adjourn. The motion carried
unanimously, and the meeting was adjourned at 6:35 p.m.
