HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD
MONDAY, SEPTEMBER 24, 2001 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:37 p.m. by Chairperson Arnold. Present were
Commissioners Vacca, Maynes, Benavides, and Swedlund. There was a quorum.
Reading of the Minutes
Motion by Benavides, seconded by Swedlund, to dispense with and approve the reading of the
minutes since each commissioner had received a copy before the meeting. Motion carried
unanimously.
Presentation from the Floor
None
New Business
Introduction of Gloria Santiago-Espino, Department Head
Due to Ms. Santiago-Espino's absence, this item was tabled until the next regularly
scheduled Housing Advisory Commission meeting.
Rent Collection Procedures Status Report
Staff gave an update on the new rent collection procedures that were outlined at the
January 2001 Housing Advisory Commission meeting. The procedures went into effect on
April 1, 2001 and have been well received by all residents. A color photo of the drop box
located in the lobby of the administrative offices was shown to the commissioners. No
action was required.
Community Service Program Status Report
Effective July 1, 2001, all public housing adult household members, except those who
qualify as exempt, must perform 8 hours per month of community service, participate in an
economic sell-sufficiency program for 8 hours per month, or perform 8 hours per month of
combined activities of the above.
Exemptions to the program requirements include: 62 or older, blind or disabled as defined
by the Social Security Act, a primary caretaker of a blind or disabled person, engaged in
work activities, exempt from work activity, or receiving assistance, benefits or services
under a state program.

There are 40 public housing residents who qualify for the program, and three have started
on the program. More residents will be added as their lease comes up for annual renewal.
No action was required.
Public Housing Drug Elimination Programs (PHDEP)
As part of PHDEP, Glendale Housing has received grant funds for fiscal years 2000 and
2001 for $35,530 and $38,082 respectively. The funds will be used to provide security
screen doors, new lighted building numbers, and to upgrade the walls that surround each
community. No action was required.
Quarterly Capital Fund Update
Staff gave an overview of upgrades to housing communities over the past quarter. Photos
of the new air conditioning units, security screen doors, shutters, picnic areas, and the
completed masonry wall surrounding Lamar were shown to the commissioners. No action
was required.
Monthly Activity Report
The Monthly Activity Report for the month of June 2001 and fiscal year-end was presented
to the Commission for their information., No action was required.
Expenditure Report
The fiscal year-end Expenditure Report, covering all program expenses through June
2001, was presented to the Commission for their information. No action was required.
Adjournment
Motion made by Vacca and seconded by Maynes to adjourn. The meeting was adjourned at
6:24 p.m.
