MINUTES OF THE REGULAR MEETING OF THE
HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD
MONDAY, JANUARY 22, 2001 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:34 p.m. by Vice-Chairperson Arnold. Present were
Commissioners Vacca, Maynes, Benavides, and Swedlund. There was a quorum.
Reading of the Minutes
Motion by Benavides, seconded by Maynes, to dispense with and approve the reading of the
minutes since each commissioner had received a copy before the meeting. Motion carried
unanimously.
Presentation from the Floor

Vice-Chairperson Arnold recognized Lillie Ojala as a member of the Housing Advisory
Commission for a total of four years, including just over three years as Chairperson.
Marlene Swedlund, newly appointed Commissioner, was introduced to the Commission.
New Business
Community Development Block Grant (CDBG) Request for Funding for Self-Sufficiency
Staff explained the continued need for a self-sufficiency program for residents of
Glendale's public housing, and noted the program from fiscal year 1999-2000 expired in
mid-December. Staff will present their request for additional funds of $50,000 to the
Community Development Advisory Committee (CDAC) at a public hearing on January 24.
CDAC will make a recommendation to City Council who will approve 2000-2001 funding in
April 2001. No action was required.
Community Development Block Grant (CDBG) Request for Funding for Glendale Homes
Exterior Remodeling
An application for fiscal year 2000-2001 CDBG funds was submitted in November 2000 in
the amount of $100,000 for funding of the Glendale Homes beautification/remodeling
project. This amount will supplement the total project cost of $800,000 needed to
complete the project. Staff will provide a verbal presentation to the Community
Development Advisory Committee (CDAC) at a public hearing on January 31. The CDAC
will make a recommendation to City Council who will approve 2000-2001 funding in April
2001. No action was required.

Change in Method of Rent Collection for Public Housing
The Community Housing Services Division (CHSD) takes in an extremely large amount of
rents each month, and there is a growing concern that the administrative office may
become the target of a burglary. Therefore, as of April 1, 2001 CHSD will no longer accept
cash payments over$10.00. Payment will be check or money order for all amounts over
$10.00. Residents will be provided with 12, self-addressed envelopes for their
convenience in mailing their rent payments. In addition, a drop box payment method will
be incorporated. A drop box will be provided for residents who prefer to hand-deliver their
payment. Motion by Benavides, seconded by Vacca, to approve the new plan. Motion
carried unanimously. Staff will report back to the Commission within six months of the
change.
Monthly Activity Report
The Monthly Activity Report for November 2000 was presented to the Commission for their
information. No action was required.
Expenditure Report
The Expenditure Report for the period ending September 30, 2000 was presented to the
Commission for their information. No action was required.
Adjournment
Motion made by Benavides and seconded by MaynesNacca to adjourn. The meeting was
adjourned at 6:27 p.m.
