HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 9/25/2000 l MINUTES OF THE REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, SEPTEMBER 25, 2000 AT 5:30 P.M. Call To Order The meeting was called to order at 5:33 p.m. by Chairperson Ojala. Present were Commissioners Ojala, Vacca, Maynes, and Arnold. There was a quorum. Reading of the Minutes The meeting minutes from the June 28, 2000 Special Meeting were read. A motion was made by Arnold to approve the minutes and seconded by Vacca. Motion carried unanimously. Presentation from the Floor George Benavides, newly appointed Commissioner, was introduced to the Commission. New Business Recognition of Service, Nancy Juarez This item was tabled as ex-Commissioner Juarez was not able to attend. • Recognition of Service, Bob Sharpe Bob Sharpe, former Housing Advisory Commission member, was recognized in absentia for his prior service on the Advisory Commission. Select a Vice-Chairperson A motion was made by Maynes and seconded by Vacca to appoint Mary Arnold as the ,new Vice-Chairperson. Motion carried unanimously. Public Housing Drug Elimination Program Staff presented information regarding the 1999 Fiscal Year Public Housing Drug Elimination Program (PHDEP). The Glendale Housing Authority was invited by HUD to submit an application to receive funds designed for use in reducing/eliminating drug- related crime and other crimes in public housing developments, and may also be used for physical improvements to enhance security. On August 28, 2000, HUD awarded the Community Housing Services Division $34,091 to improve security of Lamar Homes. After a brief discussion, Maynes motioned to recommend approval to the Mayor and Council the acceptance of the award. Motion was seconded by Arnold and carried unanimously. Chairperson Ojala wanted staff to make sure the Mayor and Council receives information that we are addressing the issue of drug elimination through other programs. (psnet\word\hsg advis\minutes\h ac0900.d oc) � r HOUSING ADVISORY COMMISSION MINUTES September 25, 2000 Page 2 Section Eight Vouchers Staff explained that HUD awarded the Glendale Community Housing Services Division an additional 75 Section Eight vouchers to assist families and individuals presently on the Section Eight waiting list to find decent, safe and affordable housing. After a brief discussion, Arnold motioned to recommend acceptance to the Mayor and Council of the award of 75 additional Section Eight vouchers. Motion was seconded by Maynes and carried unanimously. HUD Resident Survey Staff explained that HUD sent a Customer Service and Satisfaction Survey to a portion of the public housing community's residents to determine their satisfaction on various issues. Glendale Community Housing Services Division achieved a total score of 3.917, which represents an approximate 80% approval rate. Staff explained that since we scored lower on the safety portion of the survey, we have developed an implementation plan and will send out this portion of the survey again to the housing residents to get additional details on residents' needs and concerns. The new survey will be more "user friendly" and will include a cover letter. No action was required. HUD Physical Inspection Staff explained that on July 19, 2000, a year-end physical inspection was performed by HUD. Out of Glendale Community Housing Services Divisions' 155 units, 53 were inspected, which represents 34% of the total. Out of a possible 100, the average score for the three rental communities was 92, with all developments scoring over 90. It was explained that these results put the housing authority in a "high performer" category. No action was required. Expenditure Report The expenditure and revenue report covered all program expenses from July 1, 1999 through June 30, 2000. No action was required. Monthly Activity Report The Monthly Activity Report was presented to the Commission for their information. No action was required. Ojala motioned to table further discussion of this item until then. Motion was seconded by Vacca and carried unanimously. Adjournment Motion made by Ojala and seconded by Arnold to adjourn.
