MINUTES OF THE REGULAR MEETING OF THE
HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD
MONDAY, JANUARY 24, 2000 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:32 p.m. by Commissioner Juarez in the absence of
Chairperson Ojala. Present were Commissioners Mary Arnold, Nancy Juarez, Rocky Maynes
and Bob Sharpe. There was a quorum.
Reading of the Minutes
Motion by Maynes, seconded by Sharpe, to dispense with and approve the reading of the
minutes since each commissioner had received a copy before the meeting. Motion carried
unanimously.
Presentation from the Floor
None.
New Busiriess
None.
Study on Vehicles
Staff presented for review the traffic study results and advised the commissioners all residents
have been given copies. Staff gave a brief background on this study for the benefit of the new
commissioners. The study was requested by former Commissioner Haren, because of a
resident request. The study reflected that present conditions at the rental housing communities
do not justify the use of a traffic mitigation program (speed humps) on the streets. Motion .by
Sharpe, seconded by Arnold, to accept the report and that no further action is necessary.
Motion carried unanimously.

Expenditure Report
The expenditure and revenue report covered all program expenses from July 1, 1999 through
November 30, 1999. The commissioners questioned the Contract Labor line item, as it seemed
to be under-budgeted. Staff explained it is a "catch all" line item, into which HUD and the City
combine all contracts costs, expenses, maintenance, and salaries. The City does not give any
dollar amount until the end of the fiscal year. Commissioners were given the option of modifying
the report if they wish. Commissioner Arnold approved the format. Motion carried unanimously.
Monthly Activity Sheet
The Monthly Activity Report was reviewed and discussed. Commissioners were impressed with
the report and with the tour of the properties. Commissioner Arnold asked about the number of
Vacant Unit Turnover Days. Staff explained some rehabs included asbestos linoleum tile
removal and that procedure took longer to complete. Commissioner Sharpe asked if the open
list comes out only once a year. Staff explained the current list is opened when there is less
than a six months supply of applicants. Commissioner Maynes stated the format was easy to
read. Motion by Sharpe to accept the report. Motion carried unanimously.
Select A Vice-Chairperson
A motion was made by Arnold seconded by Juarez, to appoint Bob Sharpe as the new Vice-
Chairperson. Motion carried unanimously.
Adjournment
Motion made by Commissioner Sharpe and seconded by Juarez to adjourn. The meeting was
adjourned at 5:50 p.m.
