HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD __ _
MONDAY, JUNE 23, 1997 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:52 p.m. by Chair Potocki. Present were Commissioners Houck
and Hunter-Ojala. There was a quorum.
Reading of the Minutes
Motion by Potocki, seconded by Houck, that reading of the minutes be dispensed with since each
commissioner had received a copy before the meeting. Motion carried unanimously.
Presentations From The Floor- Evictions as a Management Tool
Rick Flaaen from the City Attorney's Office gave a presentation on the different types of eviction
procedures and how management uses them as a tool to ensure that all residents live in the best
rental housing communities. The Commission was given the opportunity to ask questions. The
Commission commended Mr. Flaaen on his very interesting and informative presentation.
Tenant Advisory Committee
Mindy Harrald and Barbara Craig, two of the Tenant Advisory Committee members, attended this
meeting to meet and discuss with Commissioners items pertaining to the rental housing
communities. Safety of the residents was of major importance to them, i.e., keeping their youth out
of gangs, keeping out surrounding area gangs, and getting more police protection. Secretary
Hamilton stated that the "One Strike and You're Out° policy is near completion and will deal with
these issues. Commission commended both Tenant Advisory Committee members on their
supportive efforts.
Videos-Apple Grant. Drug Grant. and Youth Sports Program
The Community Housing Services, Parks and Recreation Department, and the City's Cable
Department worked together to prepare two videos highlighting three grant programs: the Apple
Grant, Drug Grant, and the Youth Sports Program. The Apple Grant provides children the
opportunity to learn art/photography; the Drug Grant deals with keeping youth and teens off of drugs
and out of gangs; and the Youth Sports Program deals with keeping youth and teens active in
sporting type events. It was evident from viewing the videos that all of these grants/programs have
been extremely successful. The Commission was impressed with the programs.
Status Report on Modernization in the Rental Housing Communities
Two Comprehensive Improvement Assessment Program projects are underway at the rental housing
communities. The first project involves accessibility upgrades at four units (two at Glendale Homes,
one at Cholla Vista Apartments, and one at Lamar Homes)-and remodeling at the Cholla Vista
Apartments. The cost of the project is $352,000 and is scheduled to be completed by mid-
September.

The second project involves extensive remodeling of interiors at the Cholla Vista Apartments and
Lamar Homes. The low bid for this project was $1,069,685 and is on schedule to be completed by
early November. For this project, it will be necessary to relocate and issue Section 8 certificates for
34 resident families at Cholla Vista Apartments and the first five resident families at Lamar Homes,
then rotate the residents at Lamar Homes into the newly remodeled apartments. The Commission
expressed concern that the residents be given the opportunity to return to their apartments after
remodeling. Staff assured them that all residents will be given the opportunity to return to their
previous residence. Secretary Hamilton suggested that staff will take before and after pictures and
also take the Commissioners on a tour through the newly remodeled units.
Expenditure Report
The expenditure and revenue report covers all program expenses from July 1, 1996 through April
30, 1997. Commissioner Hunter-Ojala questioned the size of the total budget and the training line
item and the frequency of audits. Staff explained that the report only covers the operating budget
and that audits are conducted annually. No action was required.
Monthly Activity Report
Staff commented that work orders from last year have gone down due to the preventative
{� 1 maintenance program. Commission complimented staff on a job well done. No other action was
required.

On motion by Houck, seconded by Hunter-Ojala, the meeting adjourned at 7:40 pm.
