HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD
THURSDAY, OCTOBER 17, 1996 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:35 p.m. by Chair Potocki. Present were Commissioners Houck,
Samaniego and Watson. There was a quorum.
Reading of the Minutes
Motion by Houck, seconded by Watson, that reading of the minutes be dispensed with since each
commissioner had received a copy before the meeting. Motion carried unanimously.
Presentations From The Floor
None
Application and Budget for Fiscal Year 1996 Comprehensive Improvement Assistance Program
(CTAP) Fund
Staff presented for review the CTAP application and budget for fiscal year 1996 in the amount of
$219,489. The funding includes work items to eliminate safety hazards by replacing sidewalks,
porch and bathroom light fixtures, porch supports, and the installation of smoke detectors in bedroom
areas. The work will be performed at Lamar Homes, Glendale Homes, and Cholla Vista Apartments
public housing developments. Motion was made to recommend approval to Mayor and Council by
Houck, seconded by Watson. Motion passed unanimously.
Change Order Number Two to Norquay Construction. Inc. Contract
A contract to Norquay Construction, Inc.to provide modernization work including asbestos and lead-
based paint abatement at Glendale Homes and Lamar Homes was awarded in April of 1995 for
$2,257,240. Change Order Number Two was presented for Commission review for a contract
reduction of $61,579.29. This figure represented adjustments to the contract in the areas of
abatement, interior finishes for two units, hardware allowance, and rewiring of telephones. After a
brief discussion, motion was made to recommend approval to Mayor and Council by Houck,
seconded by Samaniego. Motion passed unanimously.
Change Order Number Three to Law/Crandall Contract
Law/Crandall was hired as a consultant by the City to prepare abatement specifications and monitor
and inspect all work performed during the abatement process for the comprehensive modemation
work at the public housing developments. The lead-based abatement contractor requested
inspections that exceeded the number of inspections projected in the budget. These additional
inspections increased the contract amount by $3,802.50 which will be reimbursed by the general
contractor in Change Order Number Three. After a brief discussion, motion was made to
recommend approval to Mayor and Council by Samaniego, seconded by Watson. Motion passed
unanimously.

Expenditure/Revenue Report
The Expenditure/Revenue Report was reviewed and discussed; no action was required.
Commission commended staff for the outstanding job done on the collection of rents.
Calls for Police Service -
The quarterly report on calls for police service to the public housing developments was presented
to the Commission for review. This report covers service calls from January 1, 1996 through
September 30, 1996, and shows various types of service needed, ie, unwanted guests/trespass,
narcotics, burglary reports, burglary calls, fight and assault calls, assault reports, liquor violations,
and liquor violation reports. Officer Wence Arevalo, who is assigned to the public housing
developments, was available to answer any questions the Commission had regarding these types
of calls. When asked if housing staff is made aware of any incidents, he explained that incident
cards are filled out and provided to the housing staff when a tenant is involved in the crime. These
incident cards can then be used to initiate evictions when warranted. Due to the commitment of the
City to raise the level of living standards in the three developments, a better living environment has
emerged. Because police, housing staff, and residents are all working together, the number of calls
for police service keep dropping. Officer Arevalo felt the success that has been shown is due largely
because he has the opportunity to get to know the residents and the residents get to know the officer
assigned to the developments. Commission commended staff and the City's police officers for
showing how effective cooperation can be. No action was required.
Monthly Activity Report
The Monthly Activity Report was reviewed and discussed; no action was required.
