HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 9/23/1996 C C '-e-e-h MINUTES OF THE REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, SEPTEMBER 23, 1996 AT 5:30 P.M. Call To Order The meeting was called to order at 5:35 p.m. by Chair Potocki. Present were Commissioners Haran and Watson. There was a quorum. Reading of the Minutes Motion by Haran, seconded by Watson, that reading of the minutes be dispensed pith since each commissioner had received a copy before the meeting. Motion carried unanimously. Presentations From The Floor None Maintenance Charge List Revision f The Conventional Public Housing Maintenance Charge List was presented to the Commission on March 25, 1996, for review and approval. At that time, the list was approved. The list was recently updated to reflect the addition of different window/glass sizes due to the remodeling that took place at Glendale Homes, and the addition of mini-blinds that have now been installed at all three of the developments. Due to these recent updates, the Commission was asked to review the list and make recommendations to staff. No changes or alterations were recommended to the charge list. Conventional Public Housing Pet Policy Recent federal regulation changes regarding the keeping of pets at the Conventional Public Housing developments require Housing Authorities to make revisions to their lease and pet policy. The Commission was asked to review the current pet policy and the proposed pet policy and provide recommendation to the City Attorney's Office. Commission asked if there would be any restrictions on the different breeds of dogs that would be permitted in the public housing developments. Staff reported that the City's"Vicious Dog Ordinance"covers any type of vicious dog problems regardless of breed. Commission asked how staff would be able to ensure that pets are kept current on the required inoculations. Staff reported that tenants are recertified annually and would be required to show proof of compliance at that time. Commission requested that an item be added to the section of the Pet Policy that covers"Denied Registration"to include that the Housing Authority will have sole discretion over what a reasonable number of pets would be, per household, while in public housing; this item will be added. Motion to recommend approval to the City Attorney was made by Haran, seconded by Watson. Motion passed unanimously. (psnet\hsgadv\hac996.mtg) Lead Paint Abatement. Modernization. and Construction Project Updates Staff presented a final update on the lead paint abatement and modernization project that took place at Glendale Homes and Lamar Homes. A total of 70 families were affected by this very successful two million dollar project. Staff also provided information on the future design work that will take place at all three of the developments, including the modification of four of the units to meet accessibility requirements. This was an information item and no action was required. Expenditure Report There was no report given at this meeting. Due to audits taking place at the City of Glendale, the Finance Department was unable to supply Housing staff with the necessary figures to prepare the report. This item will be on next month's agenda. Commission requested that a report be developed to present, "Calls for Police Service"to the three developments. Staff reported that the "Calls For Police Service" report is issued quarterly and will be included on_the Expenditure Report. Monthly Activity Report There was a request by the Commission to change a column heading on the Monthly Activity Report to read, "Fiscal.Year-To-Date"; this change will be made.
