HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 3/25/1996 MINUTES OF THE REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, MARCH 25, 1996 AT 5:30 P.M. • Call To Order The meeting was called to order at 5:35 p.m. by Chair Helka. Present were Commissioners Horton, Haran, and Houck. There was a quorum. Reading of the Minutes Motion by Horton, seconded by Houck, that reading of the minutes be dispensed with since each commissioner had received a copy before the meeting. Motion carried unanimously. Presentations From The Floor Mr. Nathan Aguru from the College of Architecture at Arizona State University, was in the audience to observe this public meeting. • Conventional Low-Rent Public Housing Maintenance Charge List Revision Conventional Public Housing residents can be charged for tenant caused damages in their apartments. The amounts that can be charged are posted for 30 days for review and any comments the residents may want to make. The maintenance charge list revision was presented for Commission review/information. Revisions to the Section 8 Administrative and the Low Rent Occupancy Programs Regulatory changes that will affect the Section 8 Administrative and the Low Rent Programs were submitted. 1) In the past, minimum tenant rents, for all tenants, were based on 30% of the tenant's income. Under the revised regulations, there will be a "minimum rent",for all tenants, of not less than $25 or more than $50. Staff recommended that the minimum rent be set at $25 since this amount would cause the least financial burden on the tenants. 2) Federal Preferences previously mandated that housing authorities give priority to applicants who were involuntarily displaced, living in substandard housing, or paying over 50% of their income for rent and utilities before serving other applicants who did not meet one of these requirements. For the duration of the federal fiscal year 1996, housing authorities will no longer be required to select (8.11PSNEnHSGADVISIHAC398.MTG) 1 F families from their waiting list using the federal preferences. (It is anticipated that these regulations will be extended beyond that time frame.) Housing Authorities may, however, retain these or other local preferences. Glendale has two local preferences for working families (which include s elderly/handicapped) and for Glendale residents; staff recommended that these two local preferences be retained. 3) Housing Authorities must delay the reissuance of certificates and vouchers, resulting from termination of assistance for three months. This would have a financial impact on the Section 8 Program. The amount of funding received for the Section 8 Program is determined by the number of clients leased-up on the first day of the month. By delaying the reissuance of certificates and vouchers, the amount of funds received by the federal government to run the program would be reduced. This reduction of approximately $7,100 would be offset by income received by other housing authorities to administer portable clients. A motion to approve the minimum rents and the removal of federal preferences, and to forward them to the Mayor and Council, was made by Horton and seconded by Haran. Motion carried unanimously. Expenditure/Revenue Report The revenue and expenditure report was reviewed and discussed; no action was required. Monthly Activity Report 1'1 The monthly activity report was reviewed and discussed. The only request was for a minor reformatting of the form used to convey the information to the Commission.
