HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA HELD
MONDAY, MAY 23, 1994 AT 5:30 P.M.
Call To Order
The meeting was called to order at 5:35 P.M. by Chairperson Horton.
All members of the commission were present.
Reading of the Minutes
Motion by Helka, seconded by Pine, that reading of the minutes be
dispensed with since each commissioner had received a copy before
the meeting. Motion carried unanimously.
Presentation on Evictions
Deputy City Attorney Rick Flaaen presented information regarding
the development of procedures for behavioral evictions of public
housing tenants. Staff explained the state-wide network for
tracking tenants who leave the housing program owing money. The
network ensures that money owed is repaid before a tenant receives
further assistance. The commissioners requested that tenants who
are scheduled for a court hearing be notified by letter that they
will be liable for a minimum of $75.00 in court costs if the judge
rules in favor of the housing authority. Staff will follow the
direction given by the commission.
Procedures for Promissory Notes
Staff explained the procedures for accepting promissory notes both
from tenants in possession and vacated tenants. Presently there
are thirty-two tenants and twelve vacated tenants with promissory
notes totaling $14,939.74. Collection history is very good;
$12, 000 was collected last year. This was an information item and
no action was required.
Public Housing Rent Reform
At the last regular meeting, the commissioners expressed concern
regarding the built-in disincentives for low income people to find
employment. Staff submitted a draft letter to be sent to all
Arizona Senators and Congressmen urging them to vote for H.R. 4159,
which would remove these disincentives. Commissioners expressed a
desire to sign the letter individually and asked that it be sent to
the Glendale Star and Arizona Republic newspapers also. Director
Hamilton will also contact Marion Porch, Intergovernmental Liaison,
and make her aware of the issue so that she may pursue additional
action.

Painting of the Conventional Public Housing Units
Staff presented the operating procedures for interior painting of
the conventional housing units. The commissioners suggested that
an incentive program should be set up. They asked that the staff
bring suggestions for appropriate rewards or recognition to the
next meeting.
Expenditure/Revenue Report
The revenue and expenditure report was submitted for review. The
commissioners questioned the overage in Equipment Expenses. Staff
explained that a budget revision has been submitted to the
Department of Housing and Urban Development to correct the figures.
The 1994/95 budget will be brought to the commission at the next
meeting. They will each receive a copy before the meeting so it
can be reviewed.
Monthly Activity Report
The monthly activity report was submitted for commission review.
The commissioners commended the staff for their hard work and good
job. No action was required.
Adjournment
On motion by Hurley, seconded by Tomlin, the meeting adjourned at
7:00 p.m.
