HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 3/28/1994 MINUTES OF A REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, MARCH 28, 1994 AT 5:30 P.M. Call To Order The meeting was called to order at 5:35 P.M. by Chairperson Horton. Present were members Hurley, Helka, and Tomlin. Absent was Pine. A quorum was present. Reading of the Minutes Motion by Hurley, seconded by Tomlin, that reading of the minutes be dispensed with since each commissioner had received a copy before the meeting. Motion carried unanimously. Housing Needs Assessment Paul Ludwick, Director, Neighborhood Resources, and Mary Ann Lavine, Director, Glendale Community Council, presented the final housing needs assessment, "Affordable Housing in the City of Glendale, Meeting the Needs". The study concluded that there is an 8% shortfall in affordable units for poverty level residents of Glendale. The commissioners commended both organizations for their accomplishment in researching and compiling this report, and offered to help in its implementation. Ms. Lavine said she would take this offer to the partnership and pass their suggestions on to Housing Services _Director Hamilton. The commissioners will be invited to the next Community Council meeting. Step-Up Status Report The request for proposals (RFP) has been approved by the Department of Housing and Urban Development (HUD) ; however, it cannot be advertised until the Comprehensive Improvements Assistance Program (CIAP) budget is revised. Revision is contingent on opening of RFP's for pending CIAO modernization, which is expected to take place in April, 1994. CIAP coordinator Ferreira also reported on "Project Green", a beautification program in the public housing projects. Modernization Project The RFP for construction, work in the projects, and addition to the Administrative office and parking area, funded through CIAP, has been advertised and bids are scheduled to be opened April 18. This item was to keep the commissioners informed of the status of the modernization program and no action was required. Federal Preference In response to the request of the commission, information was submitted regarding federal preferences in providing housing. .The (SECTARYMSGADVIS.COMTHAC394.)cTG) regulations provide that families demonstrating the greatest need f for housing will be accommodated first. An information sheet explaining preferences and verifications required was attached for information. Public Housing Management Assessment Program (PHMAP) Housing authorities are evaluated annually on their management of public housing units. Glendale's rating this year was 100%. This is the second year in a row that Glendale has received a high performer designation. Chairperson Horton congratulated the staff. Expenditure Report This report was submitted for information and review by the commissioners. Expenses for training are over budget because of Total Quality Management training. A revision will be done. Monthly Activity Report The monthly activity report was presented for commission information and review. Recognition Luncheon A luncheon sponsored by the Mayor and Council in recognition of time spent on a Board or Commission. Members received pins ✓' designed to represent the partnership between the City Council and members of various commissions. Commissioners Hurley and Helka were unable to attend the luncheon so Director Hamilton presented their pins at this meeting.
