HomeMy WebLinkAboutMinutes - Minutes - Housing Advisory Commission - Meeting Date: 10/25/1993 MINUTES OF A REGULAR MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA HELD MONDAY, OCTOBER 25, 1993 AT 5: 30 P.M. Call To Order The meeting was called to order at 5: 30 P.M. by Chairperson Horton. Present were members Hurley, Pine, and Tomlin. Absent was Helka. A quorum was present. • Horton welcomed guests Tim Ernster, Acting City Manager, and Councilperson Joyce Clark. Reading of the Minutes Motion by Hurley, seconded by Tomlin, that reading of the minutes be dispensed with since each commissioner had received a copy before the meeting. Motion carried unanimously. Appointment of a Chairperson Chairperson Horton acknowledged his appointment to the chair by the Mayor and Council. Selection of a Vice-Chairperson Commissioner Hurley nominated Commissioner Helka to be Vice- Chairperson. Motion was seconded by Commissioner Tomlin. There being no further nominations, Chairperson Horton called for a vote and Helka was elected unanimously. Commission Protocol and Expectations Acting City Manager and Deputy Manager of Community Services Department, Tim Ernster, and Councilmember Joyce Clark, Chair of Government Services, spoke to the Commission regarding protocol and expectations. They stressed that the Commission's role as advisors to the council is very valuable and thanked them for serving. Information and recommendations submitted are always carefully evaluated by the Council. Although recommendations are usually accepted, Council may ask for further information or input from citizens before taking action. Meeting Time After discussion, the commissioners agreed that the established meeting time is good and does not need to be changed. Step-Up Program Status Report In response to the request of Commissioner Hurley at the regular meeting of September 27, 1993 , staff presented an update on the Step-Up Program. Staff has determined that it is not feasible to use the City of Phoenix plan as a model, as recommended by the ' (SECTARY/HSOAD VIS.COM/HAC1093.MTG) . Department of Housing and Urban Development. Staff will submit proposals from qualified firms for required services. This was an information item and no action was required. Lease Revisions to the Public Housing Dwellit(ct Lease and the Grievance Procedure • Staff presented revisions to the lease and grievance procedure which are required to meet new regulatory requirements, conform to the Americans with Disabilities Act and clarify authority to make procedural changes necessary for the operation of the housing department. Motion by Hurley, seconded by Pine, to recommend to the Mayor and Council that the revised lease be accepted as presented. Motion carried unanimously. Motion by Hurley, seconded by Tomlin, to recommend to the Mayor and Council that the grievance procedure be accepted as presented. Motion carried unanimously. Revenue/Expenditure Report The revenue and expenditure report for the month of July 1993 were presented for review. This was an information item and no action was required. Monthly Activity Report The monthly activity report was presented for commission review. No action was required. Commissioner Tomlin asked that a written key be given to clarify the report.
