Minutes of the regular meeting of the Housing Advisory Commission
of The City Of Glendale Community Housing Services Department held
on February 22, 1993 .
Call To Order
The meeting was called to order at 5:30 p.m. by Chair Helminski.
Present were Commissioners Horton, Hurley and Koehler.
Commissioner Anderson was absent. A quorum was present.
Reading of the Minutes
Motion by Koehler, seconded by Hurley, that the minutes of the
meeting of January 25, 1993 be dispensed with since each member of
the commission was provided with copies before the meeting. Motion
carried unanimously. _ Motion by Koehler, seconded by Hurley, that
the minutes of the meeting of January 25, 199-3, be approved as
submitted. Motion carried unanimously.
Proposed Budget for Assisted Housing Programs
Staff submitted the proposed budget to the commissioners for
review. They expressed concern about the reduction in training
costs; however staff explained that additional funding was coming
from other federal funds. The commissioners requested an
additional breakdown of memberships and subscription costs for the
next meeting to justify the NAHRO line item. Motion by Hurley,
seconded by Horton to accept the budget as presented. Motion
carried unanimously.
Proposed Guidelines for Commission Review of Procurement Activities
In response to the request of the commission at the last meeting,
staff presented guidelines for commission review of procurement
activities. Commissioners requested that guidelines be redrafted
to show percentage of budgets rather than dollar amounts, and to
include change orders. The difference between the Comprehensive
Improvement Assistance Program (CIAP) and the operating budget
needs to be clarified. Motion by Hurley, seconded by Koehler, that
this item be tabled to the next meeting.. Motion carried
unanimously.
Step-Up Program
Staff presented information regarding the Step-Up Program, a job
training and job placement program for project-housing residents
funded by the Department of Housing and Urban Development (HUD) .
A request for proposals (RFP) to secure the services of an agency
to administer the program is being prepared. This is an eligible
expenditure under CIAP. Commission requested that the RFP include
funding assistance for peopleenrolled in General Education Diploma
(GED) classes, and adding retraining as needed. Motion by Hurley,
seconded by Horton, recommending that staff complete the RFP,

emphasizing appropriate funding and personnel so the program can be
successful and adequately supported by HUD. Motion carried
unanimously. Commission requested that staff send a letter to the
Secretary of HUD, Henry Cisneros, praising this initiative and
encouraging their support, and possibly, at the same time, bring to
their attention the problem of the fair market rents.
Revenue Expenditure Report
The six month revenue- and expenditure report was presented to the
commission for review. This was an information item only and no
action was required.
ASU Study
Analysis of the fair market rents computed by Arizona State
University College of Business was submitted to the commission for
review and comment. No action was required.
Monthly Activity Report
The report was submitted for information and review. Commission
requested that three more categories be added to section IX,
Maintenance Workorders: 1) Emergency, 2) Routine and 3)
Preventative Maintenance. Three items were to be removed: 1) In
section IV, Section 8 Certificate Use, remove Unit Month Allocated
and Unit Months Actual; 2) In section V, Conventional Vacancy
Report, remove Number of Units.
Comments and Suggestions
Chair Helminski requested that the agenda for the next regular
meeting include a recommendation for the appropriate agency for
removal of a member of the board for nonattendance. Commissioner
Hurley expressed thanks for the Glendale History books.
Adjournment
On motion by Horton, seconded by Koehler, the meeting adjourned at
7:45 P.M.
