Minutes of the regular meeting of the Housing Advisory Commission
of The City Of Glendale Community Housing Services Department held
on January 25, 1993.
Call To Order
The meeting was called to order at 5:30 p.m. by Chair Helminski.
Present were Commissioners Horton, Hurley and Koehler.
Commissioner Anderson was absent. A quorum was present.
Reading of the Minutes
Motion by Horton, seconded by Hurley, that the minutes of th,
meeting of November 23, 1992 be dispensed with since each member of
the commission was provided with copies before the meeting. Motion
carried unanimously.
List of Future Items
Director Hamilton submitted a list of background items which would
familiarize the commissioners with housing programs. After
discussion, the commissioners chose six items as the first items
they would like placed on agendas of future meetings. They are as
follows: 1) Waiting list processing and regulations; 2)
Applications packet and processing; 3) Grounds program procedures;
4) Bid process for contract for $25, 000 plus; 5) Calculating
blended rates; and '6) Portability.
Changes Made to the Bylaws
Draft of the bylaws, as revised at commission direction, were
submitted for review. Motion by Hurley, seconded by Horton, to
recommend adoption of the bylaws to the Mayor and Council. Motion
carried unanimously.
Selecting a Vice-Chairperson
Before asking for nominations, Chair Helminski asked the
commissioners whether they wanted to vote by voice affirmation or
secret ballot. They agreed to voice affirmation. Horton moved
that Koehler be Vice-Chair. There being no other nominations,
Chair Helminski called for a vote and Koehler was selected as Vice-
Chair by voice affirmation.
Monthly Activity Report
The monthly activity report was submitted for commission review in
the revised format requested by the commissioners. No action was
required.

Fair' Market Rents
Director Hamilton submitted information regarding the two recent
reductions in fair market rents (FMR) . Because they are so low,
the result will be the concentration of Section 8 rentals in low
income and minority neighborhoods. They will also result in 'a
reduction in administrative fees so additional city subsidy will be
needed by the housing authority.
Motion by Hurley that a letter be drafted for Chair Helminski's
signature to advise the Department of Housing and Urban Development
and other interested parties of the commissioners concerns about
the impact of the reduced FMR's on the quality of housing available
to Section 8 tenants. Motion was seconded by Horton and carried
unanimously.
Revenue Expenditure Report
The five month revenue and expenditures report was submitted to the
commission for review. Commissioners requested that future reports
include a column for the current month.
Public Comment
Chair Helminski said he received a copy of the Glendale pictorial
history. He said it is a beautiful book which he would be glad to
share. Director Hamilton will find out if copies are available for
the rest of the commissioners.
Adjournment
On motion by Hurley, seconded by Koehler, the meeting adjourned at
6:40 P.M.
