Minutes of the regular meeting of the Housing Advisory Commission
of The City Of Glendale Community Housing Services Department held
on November 23, 1992.
Call To Order
The meeting was called to order at 5:35 p.m. by Chair Helminski.
Present were Commissioners Horton and Koehler. Commissioners
Anderson and Hurley were absent. A quorum was present.
Reading of the Minutes
The minutes of the meeting held on October 26, 1992 were read by
Secretary Hamilton. A motion was made by Horton, and seconded by
Koehler, to accept the minutes as read.
Draft Bylaws
Draft bylaws were presented to the Commission for review and
discussion. They asked that Section 101 include detail from
Ordinance 1423, new series, regarding the appointment of the
Chairperson by the Mayor. Section 305 will be clarified by the
addition of the words "to the Mayor and Council or City staff"
after "recommendation" in the first sentence. A new section 104
entitled "Resignation/Removal" has been added. Other' changes were
cosmetic.
Changes will be incorporated and bylaws submitted to the City
Attorney for review. Approval of the bylaws will be on the agenda
for the next regular meeting.
Vice-Chairperson will be selected by the commissioners at the
January meeting, in accordance with the bylaws.
Activity Report
In response to the request of the Commission, the Monthly Activity
Report for the month of September, 1992 was submitted for their
review. The commissioners commented that the report was helpful,
but requested additional information be included on future reports.
Under Section VIII, Maintenance Work Orders, a footnote will be
added stating whether all work orders were completed within the
prescribed time frame. A column will be added to give figures for
one year previously for comparison of workload and monetary impact
for annual budget. Commissioners requested that they be supplied
with copies of monthly reports from the beginning of the current
fiscal year and continue receiving monthly reports.
State Open Meeting Law
The State Open Meeting Law was submitted to the Commission for
their information.

Comments
Secretary Hamilton advised the Commission that Paul Ludwick and
Maryann Lavine will be asked to come to a meeting to present
information about housing needs.
Agenda for next regular meeting will include a list of items for
Commission review.
Adjournment
On motion by Koehler, seconded by Horton, the meeting adjourned at
6:35 P.M.
