Minutes of the regular meeting of the Housing Advisory Commission
of The City Of Glendale Community Housing Services Department held
on October 26, 1992.
Call To Order
The meeting was called to order at 5:35 p.m. by Chair Helminski.
Present were Commissioners Horton, Hurley, and Koehler. =r-,.
Commissioner Anderson was absent. A quorum was present.
Reading of the Minutes
Motion by Hurley, seconded by Horton, that the reading of the
minutes of the meeting of March 23 be dispensed with since each
member of the Commission was provided with copies before the
meeting. Motion carried unanimously.
Conventional Public Housing Charge List
Staff presented the revised Conventional Public Housing Charge List
for Commission review. Five items have been added and some
formatting changes made. The requirements for tenant notification
and posting have been met. Motion by Hurley, seconded by Horton,
that the revisions to the charge list be accepted as presented.
Motion carried unanimously.
Changes To Format For Commission Meetings
Director Hamilton requested direction from the Commission regarding
their requirements for development of by-laws and informational
programs and reports. The Commissioners requested that staff draft
by-laws, incorporating definitions of policies, rules and
regulations, and how actions on each will be handled by the
Commission. City Attorney, or someone from his office, is to be
invited to attend a meeting to discuss the proposed by-laws before
final adoption. Copies of the Open Meeting Laws, Administrative
Plan and Occupancy Policy will be provided to the Commissioners.
They will receive copies of monthly staff reports, including status
of application waiting lists, to keep them apprised of ongoing
operations of the Housing Authority, and provide presentation of
programs. Paul Ludwick, Director of Neighborhood Resources, will
be asked to give a presentation on comprehensive housing needs. •
Commissioners also requested periodic budget updates highlighting
expenditures as related to programs, major transfer of funds, and
new funds received.
Information Updates
Staff informed the Commission that bids for lead-based paint
testing have been received and evaluated. Funding for•this purpose
was previously approved by the Commission.

Chair Helminski stated that this was one of the best advisory
meetings he had attended and that the discussions were very
helpful.
Adjournment
Motion by Horton, seconded by Koehler, to adjourn. Motion carried
unanimously. Meeting adjourned at 6:45 p.m.
