MINUTES OF THE SPECIAL MEETING OF THE HOUSING ADVISORY COMMISSION
OF THE CITY OF GLENDALE COMMUNITY HOUSING SERVICES DEPARTMENT HELD
ON JANUARY 27 , 1992 .
Call to Order
The meeting was called to order at 6: 30 p.m. by Chairman Helminski.
Present were Commissioners Flatau, Hurley, mer- and outgoing
Commissioners Salinas and Heilman. A quorum was present. Also
present were the following members of the Tenant Advisory
Committee: Anna Salazar, Rosa Valles, Ron Bookout, Sandra Granado
and Susan Bohn.
Reading, of the Minutes
Motion by Hurley, seconded by Flatau, that the reading of the
minutes of the meeting of June 18 and November 12 be dispensed
with, since each member of the Commission was provided with copies
before the meeting. Motion carried unanimously.
Change . Orders Numbers ' 1, 2 , 3 to Contract with Gilliland
Corporation for Modernization of Public Housing Units
Change orders 1, 2 and 3 were submitted for Commission review.
Change order #1 was previously approved at the Commission meeting
of November 12 , 1991. This change order was erroneously included
in the recommendation requesting Commission action; it should have
been included for information only. The change orders result in a
net increase of $45, 938 . 00 to the original contract amount. Motion
by Kohler, seconded by Hurley, to recommend to the Mayor and
Council approval of the change orders to the Gilliland contract
with the following stipulations to change order #1:
Staff is instructed to determine if it is
feasible to substitute quality locksets that
meet the needs of the tenants and maintenance
staff at a lower price for the locksets
stipulated in Exhibit A, Item 5. The
Commissioners also asked that this alternative
be considered for future contracts.
Motion carried unanimously.

Change Order Number 1 to Contract with Arvid Johnson Associates for
Design of Public Housing Modernization
Change order #1 was submitted for Commission review. Change order
results in a net decrease of $5, 975. 00 to the architect' s contract.
Motion by Hurley, seconded by Flatau, to recommend to the Mayor and
Council approval of change order #1 to the contract with Arvid
Johnson and Associates. Motion carried unanimously.
Change Order Number 1 to Contract with Pickering Environmental
Change order #1, which was submitted for Commission review,
provides for additional testing of asbestos discovered in the door
jamb caulking. Motion by Salinas, seconded by Kohler, to recommend
to the Mayor and Council approval of change order #1. Motion
carried unanimously.
Appointment of Chairperson - Dr. Michael Helminski
On December 17, 1991, the Mayor and Council appointed Dr. Michael
Helminski. Chairperson- of the Housing Advisory Commission. This
item was for information only and did not require Commission
action.
Presentation of Plaques to Victor Salinas and William P. Heilman
Director Hamilton presented plaques to Victor Salinas and William
P. Heilman for their outstanding service to the City of Glendale as
Housing Commissioners. Formal presentation of the plaques will be
at a City Council meeting.
Memorandum of Understanding with Police Department for Expansion of
Drug Elimination Program
The memorandum of understanding between the Community Housing
Services and Police Departments gives specific objectives for the
Kids Oriented Policing Program which is funded through a grant from
the Department of Housing and Urban Development. Commissioner
Helminski requested that staff find out why physical education was
excluded from the school incentive program. Staff discussed this
with the Police Officers implementing the program and they agreed
that this was an oversight. Physical Education will be included.
The Commissioners expressed approval of the objectives of the
program.
Revision of Occupancy Policy and Administrative Plan to Incorporate
Changes Required by Americans with Disabilities Act
Staff has previously submitted to the Commission a transition plan
that would provide for the needs of physically challenged tenants
and applicants who are unable to obtain adequate accommodations in

} public housing units by providing them with Section 8 certificates.
Director Hamilton submitted revisions to the Occupancy Policy and
Administrative Plan which enable the Housing Authority to implement �,
the transition plan. It was noted that the bedroom distribution
was incorrect. Correct distribution is: "L•�4; ,-

Motion by Hurley, seconded by Flatau, to recommend to the Mayor and
Council .approval of the revisions to the Public Housing Occupancy . ,
Policy and the Section 8 Administration PlanjA Motion carried — •
