MINUTES
MINUTES OF THE SPECIAL MEETING OF THE HOUSING ADVISORY
COMMISSION OF THE CITY OF GLENDALE COMMUNITY
HOUSING SERVICES DEPARTMENT HELD ON
NOVEMBER 12, 1991 •
Call to Order
The meeting was called to order at 6:00 p.m. by Chairman Kohler.
Present were Commissioners Heilman, Helminski and Salinas. A
quorum was present.
Reading of the Minutes
Chairman Cruze waived the reading of the minutes and requested
that minutes of the meetings of June 18 and November 12 be acted
on at the next regular meeting.
Proposed Release of Criminal History Information
In response to legislation enacted by Congress, the Department
of Housing and Urban Development strongly urges that Housing
Authorities deny or terminate the assistance of persons involved
in criminal- activity. In order to implement' this policy, staff
is requesting that they be granted access to criminal history
records of tenants and applicants for public housing. Motion by
Heilman, seconded by Salinas, to recommend approval to Mayor and
Council of an ordinance authorizing the Glendale Police
Department to release to the Community Housing Services
Department criminal history record information for the purpose
of determining suitability of persons for admission to, or
continued occupancy in, subsidized housing programs. Motion
carried unanimously.
Acceptance of Grant from the Department of Housing and Urban
Development for Expansion of Public Housing Drug Elimination
Program
Director Hamilton submitted a description of the Kids Oriented
Policing policy which will be implemented in the public housing
projects and which will be administered as an expansion of the
Public Housing Drug Elimination Program.
Motion by Salinas, seconded by Helminski, to recommend approval
to Mayor and Council of a $77, 500 Public Housing Drug
Elimination Grant from the Department of Housing and Urban
Development. Motion carried unanimously. -

Presentation of Plaque
Director Hamilton presented a plaque to Chairman Cruze in
recognition of her outstanding service to the City of Glendale
as a housing Commissioner. Formal presentation will be made at
a regular meeting of the City Council. •

Amendment No. 23 to Annual Contributions Contract For
Comprehensive Improvement Assistance Program
In response to an invitation from the Department of Housing and
Urban Development (HUD) , staff prepared an application for funds
under the Comprehensive Improvement Assistance Program. HUD has
approved the application and forwarded documents for an
amendment to the Annual Contributions Contract.
Motion by Heilman, seconded by Salinas, to recommend to Mayor
and Council adoption of a resolution approving Amendment No. 23
to the Annual Contributions Contract SF-446 providing $1, 970, 300
in Comprehensive Improvement Assistance Program funds for
improvements in public housing projects. Motion carried
unanimously.
Changes to Contract with Gilliland Corporation for Modernization
of Public Housing Developments
J-' Director Hamilton submitted two changes to the contract for work
presently underway in the public housing developments. Net
amount of the changes is an increase of $31, 863 in the contract
price.
Motion by Salinas, seconded by Heilman, to recommend approval to
Mayor and Council of Change Order No. 1 and related budget
revisions. Motion carried unanimously.
Comments
Commissioners expressed their thanks to Chairman Cruze for her
service on the Commission. Cruze said she had enjoyed the six
years of serving on the Commission and working with staff.

Motion by Helminski, seconded by Salinas, that the meeting
adjourn. Motion carried unanimously, and the meeting adjourned
at 6:30 p.m.
