GLENDALE AVENUE FINAL MINUTES Thursday, September 15th,2011 6:30 p.m. MEMBERS PRESENT: Madelin Page, Chair Gina Schmitz Glenn O'Bannon Pattie Johnston Chris Flippen Sharon Wixon John Torres Shirley Wong Randy Miller MEMBERS ABSENT: Karen Mankoski, Vice Chair Richard Schwartz STAFF PRESENT: Gilbert Lopez, Revitalization Administrator ---` Erin O'Neil, Sr. Management Assistant for Community Housing Rebecca Daniel, CAP Administrator Eric Strunk, Executive Director of Parks& Recreation and Library Services (Former Director of Community Partnerships) Call to Order and.Introductions Chair Page called the meeting to order at 6:39 p.m. II. Roll Call Chair Page took roll call, noted absent members, introduced new Committee- member Torres and welcomed all to the meeting. , III. Approval of Meeting Minutes—May 19,2011 Committee-member Flippen motioned to approve the May 19, 2011 meeting minutes as written. Committee-member Miller made the second. The motion passed 9—0. Business from the Floor Committee-member Miller requested an updated committee roster and Mr. Lopez agreed to send out a roster to all committee members. Committee-member Miller referenced the plans to visit St. Mary's Food Bank in the May 19th minutes and asked if there are still plans to schedule a tour. All committee-members expressed interest in taking a tour. Mr. Lopez agreed to research the dates and times available for tours and present the information to the committee. V. FY 2012-13 Grant Funding Calendar for the Community Development Block Grant (CDBG). HOME Investment Partnerships Program, and the Emergency Shelter Grants (ESG) Mr. Lopez provided a synopsis of the upcoming FY 2012-13 grants process and timeline for committee review and approval. A City of Glendale Neighborhood and Human Services Memorandum dated September 2, 2011 was handed out to committee members. The memo highlights the funding priorities for CDAC, as established by the Mayor and Council: • Keeping people in their homes • Keeping neighborhoods stabilized • Providing emergency home repairs • Assistance with core needs such as food, utilities, and shelter • Housing rehabilitation programs • Programs that prevent homelessness • Clearance and demolition of blighting conditions • Programs or projects that help revitalization efforts throughout Glendale, with an emphasis in the Centerline/redevelopment area. Mr. Lopez noted that funding remains stable until decisions regarding budget cuts and allocations are made on the federal level. Committee-member Flippen asked if more funds would become available with a potential second stimulus proposed by the President. Mr. Lopez responded that if more funds become available, staff will certainly take action to acquire available funds. Mr. Lopez reported that the non-profit workshop for grant information was held yesterday and was well attended. Committee-member Miller motioned to approve the FY 2012-13 Timeline as presented. Committee Comments and Suggestions Chair Page introduced Mr. Strunk, former Director of Community Partnerships and current Executive Director of Parks & Recreation and Library Services, and asked if there was any news from the city to report. Mr. Strunk highlighted some issues that the City Council has been working on recently: • Redistricting was on the City Council's March agenda. Over the summer, in an effort to make sure all communities were well-represented, district meetings were held and kits were available for citizens to participate in drawing new district lines. The Council approved new boundaries at the last Council meeting. Mr. Strunk encouraged committee-members to look at the new map. • The City Council has begun the budget process, which will impact the Revitalization Department. Mr. Strunk encouraged committee-members to pay attention to upcoming budget discussions and engage as community leaders. • Many exciting events and improvements are planned. On October 4th, the Arizona Cardinals will be on hand to dedicate the new football field at O'Neil Park. Sahuaro Ranch has new play fields. ADOT has approved a grant to finish the trail that goes under the Loop 101. Glendale Glitters will be coming up soon. Mr.Lopez will be compiling and distributing the new grant cycle books soon. VII. Adjournment Committee-member Flippen motioned to adjourn the meeting at 7:02 p.m. Committee-member Miller made the second. The motion passed 9—0.
