GLENDALE AVE. GLENDALE, ARIZONA 85301 AUGUST 23, 2017 9:00 A.M. 1. CALL TO ORDER JOINT MEETING OF THE LOCAL FIRE AND POLICE BOARDS 2. ROLL CALL: Members Present: Charles Erickson, Fire and Police Citizen Board Member and Acting Chair City Manager Kevin Phelps, Fire and Police Board Member Capt. Joe Hester, Fire Board Member Capt. Anthony Butch, Fire Board Member Police Officer Justin Harris, Police Board Member Police Officer Cody Carmichael, Police Board Member Members Absent: Mayor Jerry Weiers, Fire and Police Board Member Staff Present: Jim Brown, Russ Romney, Chris DeChant, Michele Blanco, Vicki Moss, Marcia Zientek Other Attendees: Attorney Gary Verburg 3. CITIZEN COMMENTS -There were no citizens in attendance. 4. NEW BUSINESS -JOINT FIRE AND POLICE BOARDS A. Overview of New AgendaQuick Process- Presented by Diane Wood and Charles Vasquez from the City Clerk's Office. The Boards were given information on how the new AgendaQuick process works, how to access agendas, summary minutes, and approved minutes. The questions regarding confidential information were discussed and the need to ensure that the confidential paperwork provided to board members will not be available to anyone other than board members. No confidential information will be attached to the agendas until such time as AgendaQuick has the ability to provide password protection for any attached documents. At that time, it would still be at the discretion of the PSPRS board as to how they want the confidential information distributed. B. Discussion: Attorney representation for Fire and Police Boards. Russ Romney, Deputy City Attorney, introduced Attorney Gary Verburg from the offices of Gust Rosenfeld P.L.C., as an outside independent counsel for the Fire and Police Boards. Mr Verburg has many years of experience including as a former Deputy City Attorney for the City of Glendale and then as an attorney for the City of Phoenix. He retired from the City of Phoenix and is now in private practice. A vote of 6-0 was in favor of retaining Mr. Verburg as legal counsel for both the Fire and Police Boards. 5. CITIZEN COMMENTS -There were no citizens in attendance. 9. APPROVAL OF THE MINUTES Public Safety Personnel Retirement System - Local Fire Board Minutes of August 9, 2017. Motion to Approve: Capt. Butch, Seconded by City Manager Kevin Phelps. Vote: 4-0 10. NEW BUSINESS A. Application for Enrollment into the Deferred Retirement Option Plan (D.R.O.P) - Brent Gowens, Fire Fighter Brent Gowens has 22.605 years of credited service. He elected to participate in DROP on June 30, 2017 and must terminate employment with the City of Glendale Fire Department on or before June 30, 2022. Motion to Approve: Capt. Hester, Seconded by City Manager Kevin Phelps. Vote: 4-0 11. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Fire Board will be held on Wednesday, September 27, 2017 at 9:00 a.m., in the 4th Floor Conference Room, located at 5850 W Glendale Ave., Glendale, Arizona, 85301 12.
