CALL TO ORDER
The meeting was called to order at approximately 5:17 pm.
ROLL CALL
Commissioners Present: Commissioners Harper, Moreno, Gallegos, Crow were present.
Commissioners Absent: Commissioner Lenox, Chairperson Dobbelaere and Vice Chair Hirsch were
absent.
City Staff Present: Tabitha Perry, Assistant Planning Director, Jim Gruber, Chief Deputy City
Attorney, and Diana Figueroa, Recording Secretary.
Guests in Attendance: Ed Bull, Burch& Cracchiolo, P.A., Brian Greathouse, Burch & Cracchiolo, P.A.,
Michael Martindale, applicant's representative for Woolf Properties, Cecilia Chan, Glendale Today
News.
Tabitha Perry, Assistant Planning Director, began by stating Chairperson Dobbelaere and Vice Chair
Hirsch were absent and the Commission should recommend an interim Chair for this workshop. She
recommended Commissioner Harper. Everyone agreed.
ITEM:
REZONING (ZON) APPLICATION ZON17-XX: WOOLF LOGISTICS—8805 NORTH REEMS
ROAD
Tabitha Perry, Assistant Planning Director, presented this request for the Planning Commission to
initiate a application to rezone approximately 1,340 acres generally located north of Northern Avenue,
south of Peoria Avenue, west of 143`d Avenue, and east of Reems Road.
Ms. Perry stated the land is currently zoned RU-43 or Agriculture by Maricopa County, however, the
most compatible zoning for this area is A-1 with a PAD based upon the property owner's proposal. She
explained this is required for the mixed use of M-1 Light Industrial and M-2 Heavy Industrial. She also
discussed the Military Compatibility Permit that was in effect since the request is just north of Luke Air
Force Base. Therefore, the County Board of Supervisors approved the Military Airport and Ancillary
Military Facility Overlay Zoning District, which protects the base against encroachment but also allows
for the development of various industrial uses. As a result, having this will protect Luke Air Force Base
which is in everyone's best interest. She noted that annexing this property into Glendale has been in
discussions for many years dating back as far as 2005.
Commissioner Crow asked if Luke had given their approval for this rezoning. Ms. Perry stated that staff
had received a letter from Luke noting that they were aware of the rezoning and did not see a conflict at
this time:The letter stated that they are aware and support that there might be buildings with heights of

120 feet. She explained that the letter also states that there must be a zoning stipulation that Luke would
only be in support when the FAA approved the building heights.
The Commissioners had a discussion regarding the regulations and building height requirements the
FAA and Luke Air Force Base might recommend or reject. The height requested for this project is 120
feet which is an adjustment from the current 100 feet. Ms. Perry reminded the Commission that this was
only the first step in the process. She explained that there is a lengthy process with a PAD. Staff will
provide further information at a later time regarding the PAD booklet and present it to the Commission
for their recommendation. She stated that for tonight's meeting, staff was only asking for a
recommendation to move forward with this item.
Interim Chair Harper remarked that it will be helpful to have another workshop on this item once they
have additional information regarding the FAA and other information regarding Luke. Ms. Perry
agreed.
Interim Chair Harper asked if this initiative follows the City of Glendale's General Plan.Glendale 2040—
Envision Glendale. Ms. Perry responded yes.
Commissioner Moreno wondered if this proposal would impact residential buildings in the area. Ms.
Perry stated it was staff's position in conjunction with the Economic Development Department that this
will not hinder any future development in that area.
The annexation application is expected to go before City Council in a public hearing set for October and
a Council vote is scheduled for December.
The consensus from the Planning Commission was to move forward with this initiative.
REPORTS AND COMMENTS
Tabitha Perry, Assistant Planning Director, provided information regarding a workshop item discussed
at the August 3, 2017 Planning Commission Workshop. She stated that when she presented the CCC
rezoning application she was not able to disclose the use for the rezoning; however, it is now public
knowledge. Top Golf is one of the projects that will locate in the area. She explained that there are
times where she has privileged information that she cannot disclose. She added that whenever she does
not disclose information it is not because she is trying to withhold it but rather because she is obligated
not to divulge the data.
ADJOURNMENT
With no further business, Commissioner Crow made a motion to adjourn the meeting. Commissioner
Moreno seconded the motion, which was approved unanimously. •
The meeting adjourned at 5:40 p.m.
